Improve the market environment for fair competition. We should learn from the trade regulations of mature market economies and improve the foreign trade laws and regulations system in line with China's national conditions and international practices. We will strengthen the credit system for foreign trade enterprises, establish coordination mechanisms among departments of commerce, customs, quality inspection and industry and commerce, and explore ways to establish a credit evaluation system for import and export enterprises. We will strengthen protection of intellectual property rights, investigate and punish enterprises that produce or sell infringing or counterfeit goods in accordance with the law, and establish a mechanism to facilitate compliance with the law and punish those who break the law. 进一步提高利用外资的质量和水平。稳定外商投资规模和速度，提高外商投资质量。创新利用外资管理体制，探索实行准入前国民待遇加负面清单管理模式。把国际制造业转移与促进国内产业转型升级结合起来，积极引导外资投向新兴产业、高新技术、节能环保。鼓励跨国公司在华设立地区总部、采购中心和财务管理中心，促进吸引外资与吸引外资相结合，发挥外资作为先进技术、管理经验和高素质人才载体的作用。

改善公平竞争的市场环境。借鉴成熟市场经济国家的贸易法规，完善符合我国国情和国际惯例的对外贸易法律法规体系。加强外贸企业信用体系建设，建立商务、海关、质检、工商等部门协调机制，探索建立进出口企业信用评价体系。加强知识产权保护，依法查处生产、销售侵权假冒商品的企业，建立守法惩戒机制。探索建立规范外贸经营秩序的新模式，完善《进出口管理和重点行业竞争自律公约》机制。
