This innovation is also strongly supported by the general administration of customs. The general administration of customs mobilized experts from all over the country to go deep into enterprises to support the pilot project of "enterprise classification precedent" of Shanghai customs.

The pilot mode of "enterprise classification precedent" combines the customs compliance management with the enterprise integrity and self-discipline system, and upgrades the solution from a single difficult commodity to guide and help enterprises to establish classification management rules and operation mechanism. Taking enterprises as the unit instead of commodities as the unit, the guidance of customs is extended from the "point" of solving a single difficult commodity to the "surface" of all import and export commodities.

At present, with the help of Shanghai customs classification experts, deerg engaged in medical equipment and two pilot enterprises engaged in display technology research and development and glow electricity have completed the subject construction of the precedent database of enterprise classification and realized the docking and interaction between the enterprise database and the customs system. This means that as long as the commodity classification data in the database are recognized by the Chinese customs, the classification dispute can be avoided to the greatest extent and the predictability of enterprises for trade can be greatly improved.

With the continuous advance of the pilot of "enterprise classification precedent", the beneficial scope will be further expanded from the pilot enterprises to other import and export enterprises. Because, after obtaining the consent of the pilot enterprises, the authoritative precedent data generated under the guidance of the customs will successively enter the "classification precedent auxiliary query system" of the general administration of customs, providing case reference for the import and export classification of enterprises in a wider range.

In recent years, Shanghai customs has been working online to promote a predictable quality trading environment from the classification field. Prior to the pilot of this classification precedent, a series of innovative measures for customs classification services, including administrative ruling on classification, preliminary ruling, and reform of the "easy classification of goods and services" system in Shanghai free trade zone, were launched one after another, all in order to be closer to the import and export classification needs of enterprises, and also to continuously lower the professional threshold of customs classification technology.

In addition, Chinese customs classification experts attach great importance to the use of classification technology, participate in the formulation of international rules, and strive for the right to speak for China's competitive products in the international market competition. 今年初，上海海关大胆创新，率先在全国范围内开展了“企业分类先行”试点模式。海关总署也大力支持这一创新。海关总署动员全国专家深入企业，支持上海海关“企业分类先行”试点项目。

 

“企业分类先例”试点模式将海关合规管理与企业诚信自律体系相结合，将解决方案从单一的困难商品升级为引导和帮助企业建立分类管理规则和运行机制。海关引导以企业为单位，而不是以商品为单位，从解决单一困难商品的“点”延伸到所有进出口商品的“面”。

 

目前,上海海关分类专家的帮助下,deerg从事医疗设备和两个试点企业从事显示技术研发和辉光电已经完成了学科建设的先例数据库的企业分类和实现企业数据库之间的对接和互动和海关系统。这意味着只要数据库中的商品分类数据得到中国海关的认可，就可以最大程度地避免分类纠纷，大大提高企业的贸易可预测性。

 

随着“企业分类先例”试点的不断推进，受益范围将进一步从试点企业扩大到其他进出口企业。因为在得到试点企业的同意后，在海关指导下生成的权威先例数据将陆续进入海关总署的“分类先例辅助查询系统”，为企业更大范围的进出口分类提供案例参考。
